Pursuant to Article 34, Paragraph 3 of the Act on Higher Education and Scientific Activity (Official Gazette 119/2022) and Article 30 of the Statute of the Institute of Philosophy, the Scientific Council of the Institute of Philosophy, at its 8th session held on July 22, 2024, adopted the

REGULATION ON ADDITIONAL CRITERIA AND PROCEDURE FOR SELECTING CANDIDATES TO ASSOCIATE AND PROFESSIONAL POSITIONS AT THE INSTITUTE OF PHILOSOPHY

I. General Provisions

Article 1

This Regulation establishes additional criteria and procedures for selecting candidates to associate and professional positions at the Institute of Philosophy (hereinafter: the Institute).

Article 2

The procedure for selecting candidates to associate and professional positions is governed by the Act on Higher Education and Scientific Activity and the Statute of the Institute.

Article 3

Terms and expressions used in this Regulation that have gender meaning apply equally to both genders.

II. Criteria and Procedure for Selection to the Position of Assistant

Article 4

A person who has completed a university graduate program in a scientific field and area can be employed as an assistant.

Article 5

An assistant is employed on a five-year fixed-term contract, funded by the founder, scientific projects, or the Institute’s own revenue.

Article 6

1) The procedure to employ a candidate for the position of assistant begins with a public competition.

2) The decision to commence the public competition referred to in paragraph 1 of this article is made by the Scientific Council. An integral part of the decision to commence the public competition includes the decision to appoint an expert committee.

3) The expert committee referred to in paragraph 2 of this article consists of three members employed in scientific positions. At least one member of the committee must be a member of the department or a principal investigator or member of the scientific project on which the assistant will be employed, while one member of the committee must be employed at a higher education institution or scientific institute different from the one for which the selection is being conducted.

Article 7

The public competition for the assistant position is published in the Official Gazette, on the Institute’s website, and on the European Research Area job portal.

Article 8

1) In addition to a written application, applicants for the associate position of assistant must submit the following documents:
• CV,
• Proof of completed university graduate study,
• Transcript of grades,
• Motivation letter and a five-year work plan, and
• One paper up to 8,000 words (it can be a graduate thesis or part of the thesis, published or unpublished scientific work, etc.).
2) If necessary, applicants may be asked to submit additional documents.
3) The expert committee reviews only complete and timely applications.

Article 9

Application documents for the associate position of assistant are submitted in electronic form and must be available to all scientists and associates of the Institute.

Article 10

The expert committee evaluates each candidate for the associate position of assistant who meets the formal conditions of the competition, awarding points based on:
• Quality of the motivation letter and work plan: up to 5 points,
• Quality of the submitted paper: up to 5 points,
• Success in graduate studies: up to 5 points, and
• Alignment of the proposed work plan with the scientific project or department program: up to 5 points.

Article 11

1) In the selection process for the assistant position, the expert committee conducts an interview with shortlisted applicants, which can award up to 3 points.
2) The expert committee may interview shortlisted applicants in person, via electronic media, or in a hybrid format. The committee decides on the interview method.
3) All employees of the Institute in scientific and associate positions have the right to attend the interview.

Article 12

Each member of the expert committee independently evaluates each applicant for the position, after which the scores are combined and presented in a table showing points in the following categories:
• Quality of the motivation letter and work plan,
• Quality of the submitted paper,
• Success in graduate studies,
• Alignment of the proposed work plan with the scientific project or department program, and
• Interview with the committee.

Article 13

The expert committee submits a written report to the Scientific Council and, based on the scoring, recommends the best applicant for the associate position of assistant.
The report must include:
• A list of all applicants,
• Information on whether the formal competition requirements were met,
• A description of the selection process,
• A table of points for all applicants who meet the formal requirements, and
• An elaborated recommendation of the best applicant.

Article 14

1) The expert committee submits the report within 30 days from the application deadline.
2) The report is invalid if not signed by all expert committee members.

Article 15

1) In the decision-making process regarding the expert committee’s report, the Scientific Council may adopt or reject it with an explanation.
2) The Scientific Council must decide whether to adopt or reject the expert committee’s report within 30 days of receiving it.
3) The competition is annulled if the Scientific Council rejects the expert committee’s report.
4) If the competition for the same position is repeated, the expert committee must be composed of different members.

III. Criteria and Procedure for Selection to the Senior Assistant Position

Article 16

A person who has obtained a Ph.D. in a scientific field and area may be employed in the senior assistant position.

Article 17

The senior assistant is employed under a fixed-term employment contract for a maximum period of four years, funded by the founder, the scientific projects, or the Institute’s own revenues.

Article 18

1) Employment for the senior assistant position is conducted through a public competition process.
2) The decision to commence a public competition referred to in paragraph 1 of this article is made by the Scientific Council. An integral part of the decision to commence the public competition includes the decision to appoint an expert committee.
3) The expert committee referred to in paragraph 2 of this article consists of three members employed in scientific positions. At least one member of the committee must be a department member or project leader or collaborator on the scientific project where the senior assistant will be employed, and one member of the committee must be employed at a different higher education institution or scientific institute than the one conducting the selection.

Article 19

The public competition for the senior assistant position is published in the Official Gazette, on the Institute’s website, and on the European Research Area job portal.

Article 20

1) In addition to a written application, applicants for the senior assistant position must submit the following documents:
• CV with a description of previous scientific work,
• A list of published scientific, professional, and popular works,
• Proof of obtaining a Ph.D. degree,
• Motivation letter,
• One scientific paper published or accepted for publication, and
• A work plan for the proposed period.
2) If necessary, applicants may be asked to submit additional documents.
3) The expert committee reviews only complete and timely applications.

Article 21

Application documents for the senior assistant position are submitted in electronic form and must be available to all scientists and associates of the Institute.

Article 22

The expert committee evaluates each candidate for the associate position of senior assistant who meets the formal conditions of the competition, awarding points based on:
• Quality of previous scientific work: up to 5 points,
• Quality of the motivation letter and proposed work plan: up to 5 points,
• Quality of the submitted scientific paper: up to 5 points, and
• Alignment of the proposed work plan with the scientific project or department program: up to 5 points.

Article 23

1) In the selection process for the senior assistant position, the expert committee conducts an interview with shortlisted applicants, which can award up to 3 points.
2) The expert committee may interview shortlisted applicants in person, via electronic media, or in a hybrid format. The committee decides on the interview method.
3) All employees of the Institute in scientific and associate positions have the right to attend the interview.

Article 24

1) The shortlisted candidates for the senior assistant position are required to give a presentation before the Scientific Council of the Institute for up to half an hour on a topic related to ongoing research and to present their work plan for the proposed work period. This presentation can award up to 5 points.
2) The presentation by shortlisted candidates can be conducted in person, via electronic media, or in a hybrid format. The decision on the presentation format is made by the Director of the Institute.
3) All employees of the Institute in scientific and associate positions have the right to attend the presentation.

Article 25

Each expert committee member independently scores each candidate, after which scores are combined and presented in a table showing points in the following categories:
• Quality of previous scientific work,
• Quality of the proposed work plan,
• Quality of the submitted scientific work,
• Alignment of the proposed work plan with the scientific project or department program,
• Interview with the committee, and
• Presentation before the Scientific Council.

Article 26

1) The expert committee submits a written report to the Scientific Council and, based on the scoring, recommends the best candidate.
2) The report must include the following:
• A list of all applicants,
• Information on whether the formal competition requirements were met,
• A description of the selection process,
• A table of points for all applicants who meet the formal requirements, and
• An elaborated recommendation of the best candidate.

Article 27

1) The expert committee submits the report within 30 days from the application deadline.
2) The report is invalid if not signed by all expert committee members.

Article 28

1) In the decision-making process regarding the expert committee’s report, the Scientific Council may accept or reject the expert committee’s report with an explanation.
2) The Scientific Council must make a decision on the acceptance or rejection of the expert committee’s report within 30 days of receiving the report.
3) The competition is annulled if the Scientific Council rejects the expert committee’s report.
4) If the competition for the same position is repeated, the expert committee must be composed of different members.

IV. Criteria and Procedure for Selection to Professional Positions

Article 29

Professional positions are filled to perform tasks in the Institute’s professional services or for work on scientific and professional projects at the Institute.

Article 30

The professional positions, from lowest to highest, are professional associate, senior professional associate, and professional advisor.

Article 31

1) A person who has completed a university graduate program in a scientific field and area may be employed in a professional associate position.
2) A person who has completed a university graduate program in a scientific field and area and has at least five years of work experience in professional tasks may be employed in the senior professional associate position.
3) A person who has completed a university graduate program in a scientific field and area and has at least ten years of work experience in professional tasks, or who has obtained a Ph.D. and has at least three years of work experience in professional tasks, may be employed in the professional advisor position.

Article 32

1) Employment for a professional position is conducted through a public competition process.
2) The decision to commence a public competition from paragraph 1 of this article is made by the Director of the Institute. An integral part of the decision to commence the public competition includes the decision to appoint the competition committee.
3) The competition committee from paragraph 2 of this article consists of three members.
4) If the person is being employed for a professional position funded by the founder, at least one committee member must be an employee in the Institute’s professional services or an assistant to the director.
5) If the person is being employed for a professional position funded by a project, at least two committee members must be the project leader and collaborator on that project.

Article 33

The public competition for selection to a professional position is published in the Official Gazette and on the Institute’s website.

Article 34

In addition to a written application, candidates for the professional position must submit the following documents:
• CV,
• Proof of completed university graduate or postgraduate program, and
• Motivation letter.
If necessary, candidates may be asked to submit additional documents. Application documents are submitted in electronic form.

Article 35

The competition committee submits a written report to the Director of the Institute and recommends the best candidate. The report must include an evaluation of all candidates and an explanation of the selection. The Director makes the final decision on the selection within 30 days of receiving the competition committee’s report.

Article 36

This Regulation enters into force on the day it is published on the Institute of Philosophy’s website.
Upon the entry into force of this Rulebook, the Rulebook on Additional Criteria and the Procedure for Selection to Collaborative and Professional Positions at the Institute of Philosophy, class 011-01/24-01/03, registration number 251-818-01-02-24-1 of June 3, 2024, ceases to be valid.
